State Monitor Advocate System

About

Get to know your state’s Monitor Advocate System by reviewing the Agricultural Outreach Plan, State Review Reports, partnerships, Complaint System, and the Agricultural Recruitment System.
 
  1. Read your state’s Agricultural Outreach Plan(s) (AOP). The AOP is part of the state’s Unified or Combined State Plan to the U.S. Department of Labor (DOL), which outlines a four-year strategy for the State’s workforce development system.
  2. Read prior state review reports (i.e. State Monitor Advocate Annual Summaries or Regional Annual Summaries; National Monitor Advocate Reports; Labor Exchange Agricultural Reporting System (LEARS) Reports submitted through the :Form 5148).
  3. Partnerships: Identify points of contact for National Farmworker Jobs Program (NFJP) and get acquainted with NFJP services (see NFJP Handbook), DOL’s Wage and Hour Division (WHD) and the Wage and Hour Regional Agricultural Coordinator, Occupational Safety and Health Administration (OSHA) and the OSHA Regional Agricultural Coordinator, local legal aid organizations, the state WIOA representative, Workforce Development Boards (WDB), and other organizations serving MSFWs in your state (including organizations combating trafficking in persons—as well as the state’s anti-human trafficking task force; and sexual assault and harassment).
  4. Get to know the local CareerOneStop representatives.
  5. Review existing Employment Service and Employment-Related Law Complaint System at state level (i.e. manuals and procedures, including intake processes, logs, referral processes).
  6. Review existing Agricultural Recruitment System (ARS) at state level (procedures, POCs, etc.).
  7. Review functioning of outreach program at state and local level.
